new user permissions problem

I've got a couple of mysql dbs. I use them both locally. I connect as the admin with all priviledges through mysqlcc just fine. I've setup accounts for each website separately, but as I said, only used them locally.

A friend of mine wanted to tinker with a mysql db so I created one for him (hisaccount@%). No problems with him accessing it locally, but if he tries to connect through mysqlcc he gets an "access denied" message. He has full priviledges on his db. I tried to give him a few global priviledges but just couldn't hit the right combo. What's needed here?
