Cannot connect to MySQL Derver

I use mysql with Visual c++.
When I use mysql_real_connect(&mysql,"localhost","root","","i et",0,NULL,0); It can run correctly.
But I change to use another server it shows this error :Host 'XXX.XX.XXX.X' is not allowed to connect to this MySQL server.
I not know what I can do next. I try to solve this problem all day.
Who can help me.
I use MySQL MySQL 4.0.20a-nt with phpMyAdmin 2.6.0-rc1 at localhost and MySQL 3.23.58 with phpMyAdmin 2.5.6 at server.
