I cannot get in the MYSQL

When I tried to get in by GUI or prompt I get this error. It worked fine before and I have no idea where to start investigate from. Is the user name and password screwed up or firewall or what? I did reset the password for the root username but I get an error saying no matching rows found. I renamed mysql to something else and install the fresh mysql folder yet I get the same error below.

Host 'localhost' is not allowed to connect to this MySQL server.

Any help is apprecated.
