What to index next on MySQL?

I have a 11millions of data in MySQL db, with figure below
id integer
name varchar
active_date datetime

I have indexed active_date column with normal index, but when i run the query
explain select count(id) from my_activation where date_format(activationdate,'%Y-%m')='2006-02'; it scans all table.
What to index next.
