Arabic (unicode) problems

hi there,
I have a recent problem with MySQL, I'm not sure whether it's from MySQL or phpMyAdmin or both ..

if I enter arabic data in MySQL using phpmyadmin, I can view them in phpmyadmin but not any other page or browser..
because it uses utf-8 ..

and If I enter the data in the forms I create with pages set to the charset (windows-1256) I can view them in the browser but not in phpmyadmin ..

is there a certain encoding that can display the text properly on both phpmyadmin and the other pages ..
