I Cant Delete A Parent Row. Help!!!

On the child table , i have a FK(staffID) (allow null) that references the parent table via PK(staffID)(NOT NULL).
I specified the rules below, yet I cant UPDATE or DELETE a row in the parent table.
ON DELETE SET NULL,
ON UPDATE CASCADE,

LIFT ME UP PLEASE!!!!!!

could you do a SHOW CREATE TABLE for both tables please

What is the error you are getting? Are you using InnoDB tables? As rudy suggests, please post your CREATE TABLE DDL.
