Import Large Text File Up to Certain Line or Character Number

Hello,
I was wondering how to import a large .html file into SQL up to a certain line number or number of characters. Im assuming I need a BLOB variable, but other than that how might I do this? Further, i'd like to chop it down based on keywords within the lines imported, then perhaps out put it to a new text file. Any ideas?

Regex is failing in C# because the file is too large.
