How to Provide Synchronization in DataBase Level??

Hi..

i am new to this forum.can you please tell me How to Provide Synchronization and concurrency on The Data Base level.
means what i Question here is
i have two Application Java/J2EE and C++ Application these are Changing data in the Data Base Frequently in Some Tables Then How Can i Apply concurrency on the DataBase Level??
