(Newbie Question) Extracting Information from Comma Delimited File

Heya,

I need to extra information from a comma delimited file and/or group of files on a fairly regular basis. I don't have the data streams in front of me, and won't until the middle of next week.

I'm just wondering if it's possible to do this - I'm very new to anything with databases. We have the opportunity to use one hosted on our webserver, and I would like to integrate that with a voiceboard that we use for tax return status. The voiceboard updates from the comma delimited file mentioned above, 'update.fil'. Is it possible to grab the information so that a query could be run? IE a social security number is entered and we can get a 'Yes' or 'No' on return status given to us?
