Angry Newbie: Excel to Mysql + PHP + Apache

So I already have Apache server running, MYsql is installed and running, and also PHP4 is properly setup.

This is what I need to do:

1. Take an exixting Excel spreadsheet (Existing data)and import it into Mysql, I think I will be using Navicat from premiumsoft for now.

2. then put the translated mysql database online for customers to browse and print via WEB Browser (internet explorer) , so basically they will need a "unique login" for each session.

3. They should be able to add comments if they like.

4. After database is Online, I should be able to keep on entering data when required into any of the fields, create new records and fields while Online, so I never how to go back to my spreadsheet.

Can anyone provide me with an insight about how and what to do as far as item # 2, 3, and 4?
