about encode between mysql and jsp

what means do the "useUnicode" and "chararterEncoding" in the jdbc url?

how convert from jsp(tomcat5.0) to mysql(latin1)?
my String is GB2312,but why it can be inserted into the database which is latin1??

do i need convert it?
