Invoking a java program using a trigger or stored procedure

Hi,
I need to execute a java program/function whenever an action (such as update, insert or delete) occurs in the database.
Alternately, this java program could be a running process that waits for a notification/interrupt from the database whenever an action occurs and executes a piece of code based on that.
Is this possible?
