Question A beginer at this.

I Have an idea of what I am trying to accomplish. I am trying to build a database to track customers for a water company. There meter readings and billings. I want the interface to be like its own application. You would open the application then log on have some option buttons to other pages that would perform various tasks ie. enter meter readings, update customer info, print bills, ect... I would like this to be self contained in a program that I could install on the owners computer and they could use it. I know open office base and have built it on there but I am afraid the interface is to complicated for the end user to understand (my 70 year old grandmother) as she is not very computer literate.

The problem I am having is knowing what direction to go with this or if it is even possible or feasible? I am open to any ideas on this. Thank you in advance for your input.
