help in oracle

Hi
I want to find oracle database 10g developer suite ,yes I visit oracle web site and download the tow software but when I extract the small one(in size) I did not find setup icon????? !!!!!!!

The suite comes in 2 zipped files - you need to download & unzip both files.
The setup file is in the first one.
