above is NOT standard Oracle error code or message.
Without Oracle specific details, no assistance is possible.

I have tried to run the loadpsp utility from windows command line where I recieved the error message which shows like this : "employees.psp" : failed to open file without any other information.

I have tried following command :

C:\oraclexe\app\oracle\product\10.2.0\server\BIN\l oadpsp -replace -user hr/hr employees.psp
