9i ?? That is no longer supported
Why did you install such an ancient version? You should use a supported version.

And what exactly do you mean with "host string"?
What is the exact error message you get?
How exactly are you connecting to the database?
Which programming language are you using?

I have never used iSQL*Plus and it is no longer available (because that database version is no longer supported). But I assume that is the hostname from the tnsnames file.

More information should be available in the (archived) manual: http://docs.oracle.com/cd/B10501_01/...a90842/toc.htm

1. Use Net Configuration Assistant and register your instance in tnsnames.ora file
2. Fill in the Net Service Name as hostname in SQL*Plus

The host string is the name of your database as defined in your tnsnames.ora file. However for an up to date version, I would go to downloads in www.oracle.com and download the express version of the database. Its totally free and will install on XP with a single click of the installer. I have used it myself.
