as the Error message says, Oracle is not started.
If we only knew which OS you are using, we could tell you how to start Oracle there ...

This has been an ongoing struggle for you.
I suggest that you stick with MS Access; which is much more user-friendly software.
Otherwise consider the following as a sincere & honest course of action.
Reformat the whole system, then re-install OS & Oracle.
Windows & multiple installations of Oracle s/w are a recipe for never ending problems for many folks.
