Bug 911983 Using Oracle Lite and Oracle Designer 6.5 on the same PC

Problem:
If you install Oracle Designer 6.5 onto a PC which has Oracle Lite installed, connecting to Oracle Lite via SQL Plus may fail with the
following error message:

OCA-30002: UBOFSCR FUNCTION NOT SUPPORTED.

Workaround:
Apply patch oca605290. For Oracle customers with MetaLink accounts, this patch is available from either of the following locations:

I'm searching around for a patch, but I could not find. The location ftpracle-ftp.oracle.com/... doesn't exist. And the other patches there not including the bug 911983.

For Metalink I haven't a account.

Who can help me?
