Unable to Execute a Library

When try to execute a c library from PL/SQL procedure,
we get the following error
This problem occurs only in AIX4.3 and not in Solaris.

ERROR at line 1:
ORA-06520: PL/SQL: Error loading external library
ORA-06522: 0509-022 Cannot load module /home/hwpips/job/k048ot_mtb_shell.so.
0509-108 The .loader section does not exist.
ORA-06512: at "PIPS_ADMIN.PK_MTB_JOB_PROCESS", line 346
ORA-06512: at line 1
