ORACLE Statement Locks?

Got this error message more and more frequently. Just trying to determine what the cause is and how to fix it:

Oracle Error Code = 0
Timeout while obtaining an Oracle statement lock
SQL = "SELECT * FROM daily_news WHERE newsid = 119

If anyone can make recommendations on how to adjust ORACLE to prevent these statement locks, I'd appreciate it.
