Installed Oracle 8 PE, but nothing runs, can't do anything !!urgent!!

Ok so i just succesfully installed Oracle 8 PE on a Pentium 4 running win2k pro.

And i have the following problems:

1. Enterprise Manager Configuration Assistant does not start when i click on it from the start Menu
2. Enterprise Management Console does not run either
3. when i try to start OMS from the Services GUI in windws it says "Error 997: Overlapped I/O operation in progress

not much else i can say but please i need some help urgently as i have to get this stuff running quickly.
