when i execute setup.exe programm of oracle9i in my win2000
nothing do . execute of this program have not any effect !!!!!!

It sounds like the P4 / Symcjit.dll problems of old although I was under the impression this had been corrected with the recent OUI versions.

Do a google for "Oracle symcjit.dll" there are loads of documents about various workarounds etc or try this link to get you started...
