Xbase apps slow opening

Hi, I have about 30 comps working in LAN and using Xbase applications. Aplications and databases are placed on file server working on Windows 2k. Client comps are working on Windows XP and very few on windows 98.
The problem is that some clients have to wait up to 5 minutes to open application on file server. Is that network or some other problem?
