.RAR is the file extension of a Compressed file.
It has been compressed using WinRAR.

You would need to Un-compress the file before anyone can suggest to you what type of Data Table/Database it might be.
If you need to do so, you can download a copy of WinRar from the web - WinRAR archiver, a powerful tool to process RAR and ZIP files

I thought that you were indicating that the .RAR file was what you were asking about.
Instead, on reading more closely, I find that you intentionally compressed the sample file for someone to examine.

Anyway, the un-compressed file has no file extension so that does not help us.
And the data inside the un-compressed file is not in a readily recognizable form.

With these types of questions, the first question we have to ask is WHO OWNS THE DATA?

There can be legal issues about 'harvesting' someone else's data for your use.

Hi this file is part of a software to control the water departament of the goberment and somebody did it 20 years ago. They asked me if I could export that information to other software newer with a newer database. If you open the file with notepad at the begining has RMFK that is tha kind of database. This is a screen of the software just to show you the age. (jaja). Sorry for my english.
