MonetDB 4.4.2 released

The 4.4.2 version is focused on bug fixes. In the SQL front end a number of bugs affecting the SQL integrity were fixed. A bad BAT leak which could lead to a server crash was fixed. In the JDBC code a bug in handling non-ASCII characters was fixed. On the core MonetDB level the MIL cleanup was finished and many documentation improvements were made.
