error occurs when launching Hyperion Essbase

I encounter the following error message when launching Hyperion Essbase on AIX 4.3:

Failed to set global locale in EssGCSetLocale()

This happened after I execute "shutdown -Fr" as root user without stopping the essbase server then the AIX server didn't work yet.
