Yes, but it depends on your application. What exactly are you trying to do? For encryption, look at the "Owner Name" options.

i'm trying to protect (encrypt) the DB Files so that only dedicated application users can make use of the files. No System Admin shall be able to read or modify those files.
the application is a standard business solution. i'm not sure what kind of API it uses to access the database. It is definitely not ODBC.

I'll have a look at the 'owner names' meanwhile.

Is this a third party application or something you've developed? If it's third party, you'd need to talk to the vendor because the application will have to be updated to support Owner Names.
If you were using a newer version of PSQL (PSQL v 8.5 or later), you could use Database Security to limit access to the files. It wouldn't be encrypted but would prevent a user from getting to the files.

It is a third party application and updating to a newer server engine is impossible. But the application should soon be available for MS SQL and ORACLE, i will have to wait...
