Error 161 - maximum licenses reached

I'm running Windows Server 2003 with ODBC drivers to my Pervasive 8.5 server. Last week I was able to connect my application through ODBC drivers to Pervasive. Today it isn't working.

I have 10 user licenses installed.
Pervasive monitor says I have 0 users connected.
I have rebooted the server twice.

Connecting through software I get: OLE DB provider 'MSDASQL' reported an error. OLE DB error trace [OLE/DB Provider 'MSDASQL' IDBInitialize::Initialize returned 0x80004005: ]. [OLE/DB provider returned message: [Pervasive][ODBC Client Interface][LNA][Pervasive][ODBC Engine Interface][Data Record Manager]The maximum number of user count licenses has been reached(Btrieve Error 161)] [OLE/DB provider returned message: [Microsoft][ODBC Driver Manager] Driver's SQLSetConnectAttr failed]


When trying to create a new ODBC connection, or test an existing one, I get this: [Pervasive][ODBC Client Interface][LNA][Pervasive][ODBC Engine Interface][Data Record Manager]The maximum number of user count licenses has been reached(Btrieve Error 161)
