Encoding UTF8

I've a report in Msaccess. When I output the report in a txt file I can't find the way to encode it in UFT-8 so I try to do that in php.
I use php 4 and I just use the comand encode_utf8() but the result is that I can read the txt file but not this charater: à, ò, ù .... that I need.
There's another way to convert my text????
