error psql received invalid response to ssl negotiation

i have install binaries of postgresql 8.4 with my application and starting postgres and connecting with database through batch file script

but on some machine while connecting with database on below line

psql.exe -d postgres -p 5432 -U postgres

i received following error, how do i solve this error

"error psql received invalid response to ssl negotiation"
