For in-place upgrade do your OS and then SQL (make sure you back everything up, including system databases). For parallel (or whatever it's called when you have 2 servers, old and new) script all logins, backup all, build new server with different name, bring old server down, rename the new to old, restore backups of user databases, run scripted logins script, sp_change_users_login for standard SQL Server security logins.
