First guess would, of course, be that a) your database hasn't started yet, or b) you issued shutdown. Second guess would be that b) isn't likely to be an answer.
So, if we stay at a), when do you receive such a message? Anytime you try to connect to the database (even, let's say, hours after you booted your PC up), or recently after booting it? If your PC lacks in RAM (and processor is weak), database startup can take quite a long time to finish.

But, if none of this is a case with your DB ... well, let's hope that someone else might know the answer.

I agree with LittleFoot with answer "A" ... Probably you have the service started, but the database is not starting for whatever reason ... Look under the /bdump directory for the alertlog and see if the database is attempting to start up but is having a problem.... If you don't see anything there, and you look at the SERVICES and see the Oracle Service running, check the REGISTRY for ORA_xxxx_AUTOSTART equal to TRUE ...xxx is the instance name ... If this is set to false, the database will not start when the service starts ...

    SQLPLUS
    / as sysdba
    shutdown abort
    startup
    exit
