Exclamation Unanswered: HELP! "Data provider could not be initialized"

I can't seem to find an answer to this question.

    INFO:
I have a client / server set up for the production environment and another box set up for development.

    Server Box:
    -WinXP Prof. SP 1
    -SQL Server 7.0

    Client:
    -WinXP Prof. SP 1
    -MS Access 2002

    Dev Box:
    -WinXP Home SP 2
    -SQL Server 2000 Developer
    -MS Developer
    -MS Access 2002

For some reason I keep getting the error "Data provider could not be initialized" regardless of if I specify Jet 4.0 or SQLOLEDB providers in my connection string on the Dev Box.

Strangely enough this is a recent development and I cannot explain it. The Dev Box is my home computer so it is far from a controled environment with windows updates and such taking place all the time.

All of my references and DLL libraries are set correctly I belive, I even checked the box against the MDAC 2.8 checker with no problems.

The providers are there, installed, registered, but just won't initialize.

Any ideas? Anyone? Before I format the box.
