Unanswered: How to turn on all of the "Allow option" under the startup window again?

I have turn off the following under the startup windows for the tools menu.
    -Allow Full Menus
    -Allow Default Shortcut Menus
    -Allow Built-in Toolbars
    -Allow Toolbar/Menubar changes

I was wondering, where do I go about to turn it back on since I don't have the tools menu anymore? Is there like a secret keys I need to press to turn on the tools menu again?

    Thanks in advance...

While opening the database, press and hold the shift key. This skips setting the startup options and running the Autoexec macro (if you have one).

Is there a way to turn on the "Allow option" when in the MSAccess rather than having to hold the "SHIFT KEY" during startup?
