    I've just bought a brand new crystal sphere , so let me try: I guess (no, I see) you'd like to install Oracle database and be able to write forms, reports, etc. based upon it. If that's correct, then you can download (and install) Oracle 10g database and Oracle Developer Suite 10g. You'll be asked to register in order to download those products; it's free as long as you don't make money using them.

    By full form I think he is asking for the expanded form, thinking that ORACLE is an acronym. The answer is that ORACLE is not an acronym, so it doesnt have a full form.
