If you had the Developer's edition, you'd be able to create a setup routine to distribute your mdb/mde. Keep in mind that user's must have MSAccess OR you need the Developers edition (to distribute the MSAccess runtime file to run MSAccess on computers where the user hasn't purchased Office/MSAccess.)

Other than that (and you'll get some more ideas from others), you could use InstallShield or Winzip (and make an EXE) or simply give the user your mdb or mde file (I personally would make an mde file so the user can't make changes and then zip it and make an EXE out of the zip).

Did I read you correctly? You don't mean a setup file on MSAccess itself right? - you said an Access database (which I'm assuming that you've developed.)

What PK said. I've used both Winzip and InstallShield with reasonable success. InstallSheild is far more comprehensive but it is quite expensive.
