    According to the platform certificationlist of Sybase, ASE 11.9.2 does not run on Windows 2003.
    You should upgrade your ASE-version to 12.5.0.3, EBF 11449, at least.

    Actually, the only known issue with ASE 11.9.2, 12.x on W3K is that it cannot be started as a service.

    However you can still start it manually.
