Try posting somewhere else? This question has nothing to do with Oracle.

You need a Java or C or whatever function that does what you want; then you can make it an external function in Oracle.

    Ok

    Dear Andrew,

    Thanks.
I am wondering if it is possible from PL/SQL level without external Java or C function?
