Unanswered: Changing Sort Order Fails in 12.5.2

Trying to change the sort order for an ASE 12.5.2. Server on Solaris.

Using sqlloc we get the following error:

The sort order 'bin_roman8' for character set 'roman8' must be loaded before
    choosing 'roman8' as default.

We previously used langinstall to load the roman8 charset. Anybody have this problem out there ???

You should use the charset utility to load roma8
    charset -P -SASE1253 binary.srt roman8

    Loading file 'binary.srt'.

    Found a [sortorder] section.

    This is Class-1 sort order.
