Online backups require locks, so could there have been other applications running that caused more lock-wait conditions than usual?

the speed of an online backup depends on the database usage and the disk and system activity.
regarding the performance of DB2 backups, the subject is covered in the IBM Redbook called : "DB2 UDB ESE V8 non-DPF Performance Guide for High Performance OLTP and BI", chapter 4.2. Please take a look. This book is available online at:
    http://www.redbooks.ibm.com/abstracts/SG246432.html
Also increase your DB CFG parm UTIL_HEAP_SZ accordingly to the buffer size specified in your backup command.
