Unanswered: Open database with form view only

I seem to remember there was a feature in a previous version of Access (2000 I think) where you could tick a box in options which meant that everytime the database opened, it switched to form view only (i.e you could not change the design of forms, view the table data etc) - unless the user held down a key, in which case it would open with the database window. I've tried to find this feature in Access 2003 but cannot find it. Does it exist in the current version?
