Question Unanswered: Automatically create record numbers based on date

I am creating a database (with MsSQL backend) for tracking cases received by our crime lab, and need to create a unique record number based on the date that the case was submitted. The submission date is entered manually by a clerk and may/may not be entered into the database on the same date that it was submitted. The desired format would be YYYYMMDDnnnn with "nnnn" representing an auto-generated number which resets to "0001" for each case submission date.

I know that "anything is possible, it just takes time", but I would like to try to resolve this problem sometime this century.
