    I discovered the cause:
    in SQL Server Enterprise Manager, open up db tree, right click the table, go - 'design' and set 'Identity' to yes.

    You were confusing "Primary Key" and "Identity Value". They are two different concepts which just happen to be frequently applied to the same column.
    If it's not practically useful, then it's practically useless.
