I'm trying to get rid of a charset Problem of my application since aprox. one week - but I didn't manage to find a solution

My problem is a well know one. I'm using UTF-8 as my default charset. I have puplished this settings on the following positions:

/etc/profile.local as well as /etc/init.d/apache2
in the head of each php file:
head("Content-Type: text/html;charset=utf-8");
html header of each page:
<meta content="text/html; charset=UTF-8" http-equiv="Content-Type">
Furthermore I have set the charset in each form header as well es in the php functions eg htmlenties.

However all this settings doesn't help to convince the database to deliver utf-8 encoded charsets in all cases. It works for normal tables which are located in my table space. However as soon as I'm select some data from a table view the database delivers ISO encoded data sets (I could prove this as the data is correct after using the php convert funktion iconv fo r this datasets.)

Any suggestions how to fix this?

(BTW does somebody know how I could set the charset of the windows oracle database manager in order to see utf-8 encoded values?)
