Unanswered: sso role but cannot modify audit

    I have the sso role
    2> sp_displaylogin <loginid>
    3> go
    Suid: 2800
    Loginame: <loginid>
    Fullname: generic security user
    Default Database: master
    Default Language:
    Auto Login Script:
    Configured Authorization:
    sso_role (default OFF)
    Locked: NO
Date of Last Password Change: Aug 17 2000 1:24PM
    Password expiration interval: 0
    Password expired: NO
    Minimum password length: 6
    Maximum failed logins: 0
    Current failed login attempts:
    Authenticate with: NONE
    (return status = 0)
    1>

and yet when I try to audit logins, I get an error,

1> sp_audit login, "all", "all", "on"
    2> go
    Msg 17981, Level 16, State 1:
Server 'aservername', Procedure 'sp_audit', Line 579:
Error updating the audit flags in the system catalogs. This is a system error.
Contact a user with System Administrator (SA) role.
    (return status = 1)

Not sure why I can't configure audit. This is 12.5.1

No you haven't turned sso on.
    exec sp_modifylogin <login>, "add default role", sso_role
    go
