Can any one explains the architecture behind this

I want to use dblink in following way
I want to take out 4 tables from DB1 and create these tables in new database instance.
Then create dblink from DB1 to new DB.
Then create 4 views in DB1 pointing to the tables in new DB via DBlink.
Both the databses are in same data center.
Question:
- If 10 users are inserting rows at the same time would they be Queuing on the dblink to insert the data or there can be parallel insert operation.
- would this queing slow down the performance a lot.
- the size of the table is not huge (couple of million records)
- Even though the frequency is also not high, I still want to understand that if oracle can spwan multiple processes
