    Find out the ASCII code for that character (e.g. 123) then use the CHR function:

    '24'||CHR(123)||'C'

    (I don't know what the ASCII code is for degrees, but I suspect it is not 123!)

    If you combine my answer (which shows the technique but not the ASCII code) with Brian's (which shows the ASCII code but not the technique) you get:
    Code:
    SQL> select '24'||chr(176)||'C' from dual;
    
    '24'
    ----
    24C

    I tried

    Code:
    SELECT '24'||CHR(176)||'C' TEMP
    FROM dual
    and got the desired result.

    Code:
    TEMP
    ----
    24C
