Unanswered: Converting Access forumula to Oracle

Hi I new to Oracle-I have been working with it for 2 years now- but nothing complex. I have an access report I am trying to convert and I have this that changes the time based on the Time zone- but I am having a hard time converting it to sql. I think I need a Decode....but not sure how to set it up

    here it is
    If([CTIQ.IEX_MGTUNITMU_TIME_ZONE]="PST8PDT",DateAdd("h",+3,[Starttime]),
    If([CTIQ.IEX_MGTUNITMU_TIME_ZONE]="CST6CDT",DateAdd("h",+1,[Starttime]),[Starttime])) AS New_S_Time,
    If([CTIQ.IEX_MGTUNITMU_TIME_ZONE]="PST8PDT",DateAdd("h",+3,[EndTimer]),
    If([CTIQ.IEX_MGTUNITMU_TIME_ZONE]="CST6CTD",DateAdd("h",+1,[EndTimer]),[Endtimer])) AS New_E_Time,

You do not need a parachute to skydive. You only need a parachute to skydive twice.
