The metadata views of Oracle Workflow use the variable userenv('LANG') a lot (see example below).
It costed me 2 hours to figure out why certain views were empty when examined from one machine and not empty from another client.
Well, in case you run into the same problem, this is a possible cause.

I just stumped upon a similar problem but with OUI (Oracle Universal Installer), interactive installation. It was not able to find the oraparam.ini even though when launched from CD. This was trying to be done on a computer with spanish as the os language. Turned out to be OUI choosing a different language than the OS, changing the LANG regedit key fixed the problem.
