The name of the UNDO tablespace specified in the CREATE DATABASE command must match the name of the UNDO tablespace specified in the initialization parameter file. If you specified that parameter, then you must specify the UNDO TABLESPACE clause in your CREATE DATABASE command, and it must use the same tablespace name as the initialization parameter. Otherwise, if you did not specify the initialization parameter UNDO_TABLESPACE at all, then you can optionally omit this clause and Oracle will determine if you need an UNDO tablespace. For example, if parameter UNDO_MANAGEMENT is set to AUTO, and parameter UNDO_TABLESPACE is omitted, and you do not specify an Undo tablespace to be created in your CREATE DATABASE command, then Oracle will create one named SYS_UNDOTBS.
